Interim Executive Director
Dr. Susannah F. Craig is a Louisiana native and LSU graduate with a Ph.D. in Curriculum & Instruction. She brings more than two decades of experience in education policy, having served at the Louisiana Department of Education, Southern University, and the Louisiana Board of Regents, where she led initiatives in accreditation, student wellness, digital opportunity, and postsecondary access. Dr. Craig was named Interim Executive Director of LOSFA on November 17, 2025.
Following her tenure at LDOE, Dr. Craig spent four years as an Associate Professor in the Science/Mathematics Education doctoral program within the College of Sciences & Engineering at Southern University and A & M College before moving to the Louisiana Board of Regents. Dr. Craig’s primary role at the Board of Regents has been to collaborate with System Chief Academic Officers to support academic and student affairs activities that drive progress toward statewide postsecondary Master Plan goals.
In addition, Dr. Craig and her team support accreditation activities, policies and procedures, and legislative studies. She works particularly to promote digital opportunity projects; student mental health and wellness; and the Hunger-Free Campus Initiative. Dr. Craig also facilitates teacher, leadership, and early childhood initiatives; Title IX and power-based violence programs; and dual enrollment to support collaboration between secondary and postsecondary institutions. Dr. Craig serves as the liaison between the Board of Regents and the Louisiana Department of Education, the Board of Elementary & Secondary Education, and the Louisiana Department of Health.
Dr. Craig was named Interim Executive Director of LOSFA on November 17, 2025.
Director of Public Information & Advising
Ms. Holmes has been a member of the LOSFA team since 2004, advancing from Student Financial Aid Specialist to Public Information Officer. She oversees the agency’s communications, customer service operations, and programmatic campaigns, and serves as a nationally recognized FAFSA subject matter expert. She holds a bachelor’s degree in Zoology and a master’s degree in Natural Science from Louisiana State University.
She is a proud alumna of Louisiana State University, holding a bachelor’s degree in Zoology and a master’s degree in Natural Science.
Director of Collegiate and Community Outreach
Dr. Shayne Creppel serves as Director of Collegiate and Community Outreach for LOSFA’s Division of College Access, Success, and Communications. He brings experience in student affairs, leadership development, and program management, having previously served in multiple roles at Northwestern State University. Dr. Creppel holds a Ph.D. in Higher Education Administration from Louisiana State University.
Senior Attorney
Robyn Lively graduated from law school and was admitted to the state bar in 2000. Thereafter, worked in the private sector for one year, and was hired by LOSFA on October 15, 2001. I provide legal support for the agency, including, but not limited to, negotiation of contracts, review of policy/procedure documents, rule-making for all programs administered by the office, TOPS exceptions, personnel matters, legislative matters, etc.
Director of Scholarships and Grants
Deborah Paul has served as LOSFA’s Scholarship and Grant Director since 2009, bringing more than 30 years of experience in financial aid, college access, and athletics compliance. She oversees the administration of the state’s major scholarship and grant programs, including TOPS, the GO Grant, and more than a dozen additional initiatives. She holds a bachelor’s degree in print journalism and a master’s degree in mass media from Southern University, Baton Rouge.
