LOSFA is responsible for administering Louisiana’s scholarship and grant programs, the state’s Section 529 college savings plan, the educational savings plan for K-12 tuition, and the 529A savings plan for eligible individuals with disabilities. The ABLE Account Advisory Council, comprised of ten members, meets at least once a year to advise and consult with the Louisiana Tuition Trust Authority on matters relative to the administration and adoption of rules pertaining to the ABLE program.
The Advisory Board, comprised of eleven voting members, meets regularly throughout the year to consider matters relating to the student financial assistance programs and Section 529 College Savings Plan of the state. The Advisory Board also provides technical advice and recommendations to the Board of Regents through LOSFA staff on such matters.
LOSFA Program Bulletins (often called Student Financial Aid Bulletins) are official notices issued by the Louisiana Office of Student Financial Assistance. They communicate policy updates, procedural changes, and payment frameworks for state-funded scholarships and grants.
Louisiana Tuition Trust Authority (LATTA)
The Louisiana Tuition Trust Authority, or LATTA, is a public body comprised of all members of the Board of Regents, the commissioner of higher education or her designee, an officer of a bank in Louisiana who is a member of the Louisiana Bankers’ Association and who is nominated by the association and appointed by the governor, one member of the House of Representatives appointed by the speaker, one member of the Senate appointed by the president, and the state treasurer that serves an ex officio voting member of the authority.
Title 28 Rules (Parts IV through VII)
The LOSFA Title 28 Rules (codified under the Louisiana Administrative Code, Title 28 – Education) govern all student financial aid, savings, and scholarship programs managed by the Louisiana Office of Student Financial Assistance (LOSFA).
